Incorrect income used in our calculation
If you believe that incorrect information about your income was used when processing your housing allowance application, you may appeal the decision.
You can appeal online
Appealing online makes the process easier and enables us to process your appeal more quickly.
We obtain information about monthly incomes from the Norwegian Tax Administration’s records. If the monthly incomes are wrong, you must contact the people who reported the incomes. Once the information has been corrected, your housing allowance will automatically be recalculated if it is affected by the change. Then you don’t need to submit an appeal.
You can check the income reported by employers, Nav and other sources by logging into My income and employment (skatteetaten.no).
Special rules for AAP and unemployment benefit
Work assessment allowance (AAP), unemployment benefit and some other benefits are paid out three times in some months. What matters is when you received the income, not when you earned it. You may therefore receive less or no housing allowance in months with 3 payments. If you submit an appeal because of this, your appeal will be rejected.
You can appeal if the wrong information has been reported to the Norwegian Tax Administration and it is impossible to correct that information because of for instance bankruptcy, closure or other exceptional circumstances.

Appeal about monthly income – Norwegian (PDF)

You can appeal if we have used the wrong gross income from self-employment for the current year.

Reportable income and wealth – Norwegian (PDF)
Foreign income refers to gross income from wages/salary, pensions and benefits. All figures must be stated in Norwegian kroner.

Reportable income and wealth – Norwegian (PDF)
Income from capital can include interest on bank deposits, dividends from shares and investment funds, capital gains on the sale of property, profit on renting out property and other kinds of income, both in Norway and overseas. Learn more about income from capital at skatteetaten.no.

Reportable income and wealth – Norwegian (PDF)
We take into account all income paid to you during a given month. The relevant month is the month in which the income was paid, not the month in which it was earned.
We also use the date on which the payment was registered, rather than the date on which the money was transferred to your account.
If all or part of the back payment was paid to NAV or your municipality as reimbursement, you may ask us to exclude the reimbursed amount from the back payment we have taken into account.
To do this, you must appeal this decision and provide a payment statement for the month in which you received the back payment. You can find your payment statement under payments on My Page at nav.no.
The documentation must show both back payments and reimbursement amounts for each month concerned.

- Enclose the relevant documentation. The documentation must show how much was paid to your municipality/Nav, and how much you received.
- Send the appeal in the post to your local municipality’s postal address. You can find the address on the decision letter you received.
