Unlike many other European countries, Norwegian municipalities don't playany important role in the national housing supply. Less than five per cent ofNorwegian household live in a dwelling owned by the municipality. Thispart of the housing supply is primarily directed towards two main groups ofpeople, namely people with severe economic, social and medical problemsand elderly people.
