The Norwegian State Housing Bank (NSHB) grants loans in order to build new nursery schools for children, and for rehabilitating older nursery schools. The local municipality must endorse the project.
Nursery schools must give children below school age a good developmental and social learning environment in close co-operation with each child’s home. The nursery school buildings and outdoor areas therefore have to be designed for this purpose.
All children should be able to feel included at their nursery school. The owner of the premises has a special responsibility to secure adequate help to children with special needs and make the adaptations necessary. This could involve adapting both the teaching and physical environment in the nursery school. The NSHB promotes the building of nursery schools with universal design qualities ensuring accessibility for all children regardless of physical limitations.
The NSHB issues loans to nursery schools older than 15 years as well as giving loans to improve indoor climate, or to make necessary adjustments for children with special needs.
Each municipality has overall responsibility for building, running and overseeing their nursery schools and to provide guidance to anyone wishing to start one.
